Section 3

Red plates, green plates and private plates

The plate colour tells the public what the vehicle is licensed to do.

Red Plates — Public Passenger Vehicles

Red PPV plates identify vehicles licensed to carry passengers for hire or reward. These include approved taxis, buses and contract carriages.

  • •Route Taxi
  • •Hackney Carriage
  • •Contract Carriage
  • •Rural Stage Carriage
  • •Express Carriage

Having red plates alone does not authorize every type of passenger service. The operator must also have the correct Transport Authority road licence for how the vehicle is being used.

Green Plates — Commercial Carriers

Green commercial plates are generally used for vehicles licensed to transport goods.

  • •Private Commercial Carrier: carrying goods for the owner’s own business
  • •Public Commercial Carrier: transporting other people’s goods for payment

A green commercial plate does not authorize the vehicle to operate as a taxi or passenger bus.

Private Plates — Personal Use

A privately registered vehicle should not be used to carry passengers or goods for hire or reward without the necessary commercial or PPV registration, insurance and Transport Authority road licence.

Do not start accepting fares or paid transportation jobs while waiting for approval. A payment receipt is not a road licence.

Section 6

Taxes for taxi, bus and transport operators

Money earned from fares, charters, school transportation, tours or delivery jobs is business income. Operators should record all income and legitimate business expenses.

Income Tax

A sole trader or self-employed operator generally reports the business profit on their individual income tax return. A registered company files its own company tax return. Business profit normally means income earned minus allowable business expenses. Not every expense is automatically deductible — confirm with TAJ or a Jamaican accountant.

Estimated Income Tax

Self-employed people and businesses may be required to make estimated income tax payments during the year. The final annual return compares the estimated payments with the actual tax owed.

GCT

Not every small operator must automatically charge GCT. Registration depends on whether the business meets the current legal registration requirements and taxable-turnover threshold. Do not charge customers GCT unless you are properly registered to do so.

NIS, NHT and Education Tax

A self-employed operator may have personal statutory contribution obligations. An operator who hires drivers or other workers may also have employer payroll deductions and contribution responsibilities.

PAYE and Payroll

If the business hires drivers, conductors, office staff or other employees, it may need to register as an employer, deduct PAYE where applicable, deduct and pay statutory contributions, file payroll returns and provide employees with the required records.

Tax Compliance Certificate

A TCC shows that the taxpayer is compliant with the applicable Jamaican tax obligations or has an approved arrangement in place.
